The Namibia Council for Architects and Quantity Surveyors (NCAQS) is a statutory body established under the Architects’ and Quantity Surveyors’ Act 13 of 1979. The Council’s mandate is to protect the public interest by regulating the professional conduct, registration, and competency of Architects and Quantity Surveyors practicing in Namibia.

Through the registration of professionals, the evaluation of in-training candidates, and the enforcement of ethical and technical standards, NCAQS ensures that only qualified and accountable individuals provide architectural and quantity surveying services. The Council also oversees disciplinary processes and develops regulatory frameworks that strengthen integrity within the built environment professions.

Appointed by the Minister of Works and Transport, Council members represent both private practice and public service, ensuring balanced governance guided by professional expertise, fairness, and public responsibility.
